Certification Program Update
Announcing a New ONC-Authorized Testing Laboratory (ONC-ATL) and new ONC-Authorized Certification Body (ONC-ACB)
On Friday, ONC announced that the National Committee for Quality Assurance (NCQA) has been granted status as an ONC-Authorized Testing Laboratory (ONC-ATL) for the testing of the 2015 Edition certification criteria § 170.315(c)(1)-(c)(4) in the ONC Health IT Certification Program.
ONC also announced on Friday that Gaming Laboratories International, LLC, doing business as SLI Compliance, has been granted status as an ONC-Authorized Certification Body (ONC-ACB) for the certification of 2014 Edition certification criteria (including Release 2) and 2015 Edition certification criteria in the ONC Health IT Certification Program. As an ONC- Authorized Testing Laboratory, SLI Compliance has provided testing under the Program since 2012, and has expanded its participation to perform certification activities as well. The Secure API Server Showdown Challenge Stage 2 - the Vulnerability Discovery Stage - opens today! Stage 2 includes two tracks: Server Track and Discovery Track. Health IT Playbook Update: Usability Change Package (UCP)
ONC has updated the Health IT Playbook to include a new resource, the Usability Change Package (UCP). The UCP is designed to help users identify usability challenges, adapt their systems to improve the usability of their systems, and assess the impact of these system changes.
ONC will host a webinar that previews this new resource. Presenters will provide an overview of the UCP, the process used to develop it, and the gaps and future considerations that were uncovered during development.

Legal and Ethical Architecture for Patient-Centered Outcomes Research (PCOR)
ONC released a new collection of tools and resources that provide a common structure and model to help navigate the legal requirements and ethical considerations related to data use, sharing, and disclosure for Patient-Centered Outcomes Research. The Legal and Ethical Architecture for PCOR Data is part of ONC’s Privacy and Security Framework for PCOR project. The project is one of the ONC PCOR suite of projects designed to inform policy, standards, and services specific to the adoption and implementation of a PCOR data infrastructure.
Interoperability Proving Ground (IPG) Spotlight
The Interoperability Proving Ground (IPG) Spotlight project of the week is: Optimizing Detection and Treatment of High-Risk Heart Failure Patients. This project is a collaboration between RxRevu and UCHealth to automatically detect when high-risk heart failure patients are not prescribed evidence-based medications and gives healthcare providers non-interruptive methods to ensure patients are taking proven, evidence-based medications. CMS will be showcasing Blue Button 2.0 at HIMSS2018. The CMS Blue Button 2.0 is a FHIR-based API that enables Medicare beneficiaries to connect their Medicare claims data to the applications, services, and research programs they trust. More than 100 organizations have signed up for the API Developer Preview, a program in which software developers can build integrations to access four years of Medicare Part A, B, and D data for 53 million Medicare beneficiaries. CMS is hosting the “Clinical Quality Language (CQL) for Clinicians and Quality Professionals: What it Means for You” webinar on February 28, 2018 at 1:00 p.m. ET. This session will provide a high-level overview of the CQL standard, explain CQL’s role in interpreting electronic Clinical Quality Measure (eCQM) logic, and review what the change in eCQM logic specification means for clinicians and quality professionals.
